I am a nuclear reactor safety engineer at Commonwealth Edison Company in Chicago. I have had the pleasure of working with Mr. Joe Miller for the past several years. I feel that I have first hand knowledge of his technical abilities and I would recommend him for any position of technical performance or leadership.
I have worked with Mr. Miller on several occasions in the past. In the late 80’s I was working at Stone & Webster and he was a supervisor at River Bend Station. Stone & Webster provided engineering safeguards and containment analyses for River Bend and Mr. Miller was extremely knowledgeable in those areas. Mr. Miller was familiar with all the in-house computer codes that Stone & Webster used and frequently provided valuable comments during our weekly status calls. Additionally, he was always courteous when requesting work from us.
In the mid 90’s I was working at Siemens Power Corporation and Mr. Miller was a principal consultant with Scientech. He and his colleagues audited Siemens for the Maine Yankee small break LOCA analysis that was performed with the computer code RELAP5. Mr. Miller conducted a thorough and yet efficient review of all the modeling techniques and provided valuable insights to us, especially on the subject of core crossflow coefficients. Again, Mr. Miller demonstrated great technical competency and was free to share to his knowledge with us.
Recently I had the pleasure of working with Mr. Miller here at ComEd on several projects all involving thermal-hydraulic analyses using RELAP5. In addition to his code knowledge, he also demonstrated his familiarity with all BWR and PWR systems. He worked long hours and developed valuable mathematical models that are still being used at ComEd. Most importantly, Mr. Miller was always pleasant, helpful, and great to work with.
Overall, I find Mr. Miller to be an extremely technical, efficient, and professional individual. All of his work has been outstanding. I strongly recommend him for any position that required knowledge of nuclear plant systems and thermal hydraulics.
