Subject: Letter of Reference regarding Joseph S. Miller

It is my pleasure to provide this letter of reference for Mr. Joseph S. Miller.  I have worked directly with Mr. Miller on a variety of transient analysis projects for ComEd nuclear plants over the last three years.  I have found him extremely competent in the area of thermal hydraulic analysis methods and his expertise has been applied with considerable success in the performance of calculations.  In addition he has provided valuable insights into developing methodologies to address new concerns, particularly in the area of Generic Letter 96-06 thermal hydraulic analysis and piping segment force time history derivation.  He has worked on both BWR and PWR systems analysis, as well as providing outstanding assistance in the area of PWR small break LOCA analysis, assisting Westinghouse in the development of NOTRUMP input decks based on existing RELAP5 models.  He performed a series of RELAP5 calculations of AFW suction transient behavior that assisted the Byron and Braidwood sites in the development of modifications to the AFW pump suction pressure circuitry, and has improved the reliability of the AFW systems, while maintaining pump protection.   He also performed calculations that have been used to demonstrate the capability of fuel pool cooling systems on BWR plants to act as alternate decay heat removal, which contributed to reductions in outage time.   The principal computer codes he has used at ComEd include RELAP5M3, GOTHIC, and RETRAN.  Mr. Miller has demonstrated excellent communications skills, working effectively with a mix of plant operating and maintenance personnel, in addition to the technical staffs and corporate engineering and licensing personnel.
